Higher Altitude Access

Rohtang Pass is the main question. Some years it opens early in April. Some years it stays closed until May. It depends entirely on how much snow fell over winter and how fast it melts. The same goes for treks above 3,000 meters. Solang Valley will have snow, but the road up to it is usually open. Hampta Pass and similar high altitude treks are not happening in April. The snow is still deep up there.
What to Pack
Bring layers. A decent jacket for mornings and evenings, something lighter for the middle of the day. Good walking shoes that can handle a little mud. The valley is thawing, which means some trails get slushy. Sunglasses are essential because the spring sun at this altitude is strong.

Families with young children do well in April. The weather is comfortable. The river is running full but not dangerous. The town is active without being overwhelming.
Solo travelers and couples who want a relaxed trip will find April pleasant. You can explore at your own pace without feeling rushed by crowds or constrained by weather.
Skip April if:
Your entire trip hinges on going to Rohtang Pass or doing a high altitude trek. If that's the main draw, come in June or July when the pass is guaranteed open and the snow has settled.
You want guaranteed snow. April has snow at high altitude, but the valley itself is green. If you want to play in snow easily accessible from town, come in January or February.
You hate any kind of uncertainty. April is a transitional month. Conditions change week to week. If you need everything locked down and predictable, pick a month with more stable patterns.

April is my favorite month in Manali, personally. The valley shakes off winter and starts breathing again. The tourists are here but not overwhelming. The light is good for walking.
